North Carolina’s governor declares a state of emergency, and deploys the state National Guard to quell the violence after a second night of unrest in Charlotte. The demonstrators protesting the fatal shooting of a black man by police started out as peaceful, but eventually became violent with wide-spread damage and confrontation with officers and protesters. At least four officers were hurt, none were seriously injured but one protester is in grave condition at a hospital after being shot by another civilian.

The ACLU is asking Charlotte police to release all video in the officer involved shooting. State NAACP president William Barber called on the city to be transparent. A news conference is planned for 1pm this afternoon.
