Raleigh has enacted new rules aimed at curbing potentially dangerous activity on busy streets. On July 1, the City Council and mayor approved an ordinance that updates regulations on loitering in roadways and specifically restricts panhandling in traffic.

The new law states: “No person shall stand, sit, or loiter in the right-of-way of any streets in the City, including on any median or median strip in a manner that impedes the normal movement of traffic.”

It also adds a provision to the city code banning individuals from approaching vehicles to solicit money. More broadly, panhandling in Wake County requires a permit.

The ordinance follows a rise in complaints, particularly in southeast Raleigh, where dozens of panhandling reports were filed with the Raleigh Police Department in 2024.
