The Wake County student assignment committee got a lesson about a school assignment concept called “controlled choice.”
The plan divides the school system into zones, each one designed to represent the system as a whole. Parents would choose schools in rank-order preference.
The concept was designed to voluntarily achieve racially integrated schools.
